California ( San Francisco Tattoo License ) – Body Art Regulations:

Assembly Bill (AB) 300, the Safe Body Art Act, became effective throughout throughout California on July 1, 2012.

The Safe Body Art Act regulates tattooing, branding, body piercing, and permanent makeup. The ordinance requires all body art practitioners to annually register with the County, obtain annual blood-borne pathogen training, provide documentation of Hepatitis B vaccination status, obtain specific health information from clients, and obtain “informed consent” from clients.

The Safe Body Art Act also requires the owner of a body art facility to obtain a Health Permit, operate the facility in a safe and clean manner, maintain written procedures for the operation of the facility, and maintain records of training and equipment sterilization. AB 300 also regulates the performance of body art at body art events, in temporary demonstration booths, and in vehicles.

The Body Art Program’s inspectors conduct annual inspections of body art facilities to determine compliance with the Safe Body Art Act and may suspend or revoke permits and registrations under specified conditions.

Los Angeles County Body Art License Requirements (Click Here):  Assembly Bill (AB) 300, the Safe Body Art Act, became effective throughout throughout California on July 1, 2012. AB 300 supersedes the Los Angeles County Body Art Ordinance in the unincorporated areas of Los Angeles County and the 14 cities where it was adopted. The Body Art Program enforces the Safe Body Art Act in all areas of Los Angeles County, except the cities of Long Beach, Pasadena, and Vernon.. California Tattoo License / Body Art Professionals Registration of Body Art Practitioners: All persons who perform body art are required to register with the local enforcement agency. To register in Los Angeles County you must submit a Body Art Practitioner Annual Registration Form along with the following:

  • Valid government issued photo identification indicating practitioner is 18 years of age or older (i.e. Drivers License or State Identification Card).
  • All first-time registrants must provide a 2″ x 2″ passport type photo.
  • Proof of completion of a County-approved Blood Borne Pathogens Exposure Control Training.
  • Certificate of Hepatitis B vaccination, evidence of immunity, physician statement of contraindication for medical reasons, or a vaccination declination statement.

Body Art Facility Requirements to Obtain A Public Health Permit: Upon verification that a body art facility meets all of the following requirements a Public Health Permit will be issued.
General Requirements:

  • Possesses a current Infection Prevention and Control Plan (see sidebar)
  • Facility is clean, free of insects and rodents, and has walls, floors and ceilings that are smooth, washable and free of holes
  • All practitioners are registered with certificates posted
  • A contract for removal of all sharps waste
  • Waste containers with liners in procedure area and decontamination area
  • Properly labeled sharps containers that are within arm’s reach of the practitioners in the procedure and decontamination areas

Procedure Areas:

  • Equipped with adequate lighting
  • Equipped with a hand washing sink with hot (110°F) and cold running water, liquid soap, and single-use towels in a touchless dispenser

Decontamination Areas: (Not required if only disposable, single-use, pre-sterilized instruments are used)

  • Separated from procedure areas by at least 5 feet or a by a cleanable barrier
  • Equipped with a sink with hot and cold running water for cleaning and disinfecting equipment
  • Only equipment manufactured for sterilization of medical instruments may be used
  • Upon initial installation, after repair, and at least monthly the sterilization unit must be tested using a commercial biological indicator monitoring system
